“Where the legislative budget plan is deficient compared to Barbour’s is that lawmakers provide no specifics on how they plan to cut state spending. Barbour’s plan, however distasteful in some areas, at least provided a roadmap to the budget cuts.
“House Speaker Billy McCoy and Lt. Gov. Phil Bryant need to provide a detailed plan of how they will accomplish the needed cuts.
