The Black Caucus vs. Billy McCoy
When you divide the Mississippi legislature into blocs, Speaker Billy McCoy’s strongest base is the Black Caucus. They were some of his loudest supporters in the Speaker’s race, and were richly rewarded for their loyalty. With scores of significant chairmanships in the House, it is fair to say that the caucus is at their strongest point ever.
And by and large, McCoy has satisfied the Black Caucus. However as we saw at the end of last week, you cannot satisfy everyone. That is because McCoy has another bloc he needs to satisfy: rural, white Democrats. And unlike the caucus, this group tends to have a socially conservative constituency and can possibly face a competitive re-election every four years. On issues like education, we saw these two blocs form a strong coalition- but we saw differences on abortion play out recently.
But to the Black Caucus this was not just about blocking abortion funding, they seemed to take the opt-out as a direct slap at Barack Obama’s new healthcare legislation. We have seen what appears to be a lot of sensitivity from the caucus on issues that have anything to do with Obama. During the debate on Saturday, Rep. Ed Blackmon (D-Canton) felt the need to say that Obama will still be president regardless of what happens with the abortion bill.
Sometime between Friday night and Saturday morning, McCoy made the decision that he was going to support this legislation. This appeared to be a surprise to the Black Caucus, who saw McCoy and Public Health Committee Chairman Steve Holland (D-Plantersville) hold the legislation up on Friday. Needless to say, the caucus was not happy and made some pretty extreme statements on the House floor.
In the end, only one white member opposed this legislation as the Black Caucus essentially stood alone this time. Republicans like Sen. Alan Nunnelee and Rep. Greg Snowden were in rare form praising McCoy. What does this mean for the future relationship between the caucus and McCoy? I don’t see one vote changing things (although as I said the Obama angle makes this bigger than most votes). There is a mutual dependency between the two and while McCoy may have power by virtue of his position, the caucus can end things real quickly. It is probably a good thing that the regular legislative session is just about over.

If you people in Alcorn and Prentiss don’t step up and get this clown William J. (Billy) McCoy out of office don’t every complain about nothing getting done in Ms. This is one reason Ms. may have to eat Obama Health Care crap. If just one of you poeple in those two place can show me in the Constitution where all Obama, Pelosi and Reid is doing is illegal I will be the first to say I am sorry to this Black Caucus owned clown McCoy. He has his nose so far up their rear ends if one of them turned without letting him know it would break his nose. Just one of you can show me where in the Constitution says the Gov. has the right to make us buy any thing from them are where they have the right to own anything I will say I am sorry. All so the biggest racist in the Ms. Gov.Credell Calhoun. There were about 25 poeple in the Gallery one day no one said a word, before the sesion ended he got up went to the exit door stood there as we left he called us racists. The only reason I guess is because we were there to see what little work they really do. That day the Health Care bill came up for a vote to get it passed so that Ms. would not have it shoved up our butts. All the black congs. voted no which killed the bill. But no one is allowed to say anything are THEIR GUY BILLY MCCOY would clear the Gallery. So that could not have been it. If Calhoun wants to call me out on this I will be glad to go head to head with him on it. But as most coward liberals he will not do that. We are the only racistes in America. Liberals can say are do anything it is ok by let a Cov. say some to one of them we are what every for get. They all hate America and our way of life.
You are right, hopefully the voters in Alcorn and Prentiss will put sending McCoy home at the top of their to do list.
