McCoy Ends Career With ‘F’ From BIPEC

As Billy McCoy announced he would be retiring about 32 years in the House and eight years as Speaker, he left to praise from newspaper editorial boards across the state. His independence was lauded and talk radio and conservative blogs were criticized for mischaracterizing the Speaker’s voting record.

McCoy was often referred to as a champion of the people, and the Daily Journal even called him a fiscal conservative. As for McCoy’s actual voting record, 2011 wrapped up the eighth straight year that he received an F (or equivalent) from BIPEC, one of the leading business lobby’s in the state.

A trip down memory lane:

We have grades for the past eight years, which also happened to be his eight years as Speaker. In 2004, he received his highest grade on record- a 42 (out of a possible 100). By virtue of finishing above 40, McCoy was labeled “marginal business help.” This is the best he’d do. Over the next three years, he would receive a 40, 35, and 39, respectively. BIPEC considers anyone at 40 or under “anti-business.”

After winning his second term as Speaker in January 2008 little changed; in fact you could argue he became even more anti-business. In 2008, he received a 23. In 2009 the group switched to letter grades and McCoy would receive an F in ’09,’10, and ’11; ending his time in the House with an F from BIPEC.

    BIPEC was too kind. Beef Plant Billy should have received a grade of the letter that comes after Z————-

    But do you think Bobby Moak will be any more acceptable, business-wise? He just got an F as well. And how does one chair the committee on gaming and still remain anti-business?

      I think it’s safe to say that Moak is simply the continuation of McCoy.

    Eight years ago. BIPEC and State Medical teamed up and recruited a local physician (Dr. Waddell, I think was his name). I forget how much IMPAC and the Medical Association PAC put into the race, but want to say it was over $60,000.00 (a lot back then). If I remeber right, McCoy beat the good doctor like 65-35.

    I’m sure McCoy’s getting an “F” from BIPEC is right up there as one of the main reasons he’s retiring.
